Pre-COP22 (18-19 October 2016)

The Marrakesh pre-COP will be the last informal meeting before COP22. It will bring together almost 70 ministers from the key influential countries in international climate negotiations. The meeting will be co-chaired by Ms Ségolène Royal, COP21 President, and Salaheddine Mezouar, Moroccan Minister of Foreign Affairs and Cooperation and incoming COP22 President.

The pre-COP will help sketch out the key issues linked to the entry into force of the Paris Agreement. Morocco hopes to build a consensus on the need to complete the work programme produced in Paris by 2018.

The Paris Agreement will enter into force on 4 November 2016. The logical consequence is that COP22 will see the opening of the first Conference of the Parties to the UN Framework Convention on Climate Change serving as the meeting of the Parties to the Paris Agreement (CMA) during its second week.

Inclusiveness of negotiations

So far, 81 States representing more than 60% of total global greenhouse gas emissions have ratified the Paris Agreement. The main goal of this CMA will be to organize work on drawing up the rules of the Agreement without excluding countries that have not completed their ratification process, in line with the principle of the inclusiveness of negotiations. Some 40 countries should finish ratification by the end of this year.

The aim is that all represented parties should complete the drafting of the Agreement’s rules of procedure by 2018. Ratification by all signatory countries by that date would enable us to ensure the complete and universal entry into force of the Agreement.

Mobilization of financial and technological support and capacity building efforts are provided for by the Paris Agreement to help developing countries play a full role in the climate cooperation regime (preparation and implementation of national commitments for emissions reduction and adaptation to climate change, participation in the five-year global stocktake, contribution to the future enhanced transparency framework, etc.). The pre-COP should help tackle these challenges.

Stepping up action is central to discussions

Lastly, pre-COP work will not fail to focus on speeding up international efforts to reduce greenhouse gas emissions and adapt to the effects of climate change. Morocco is seeking to guide debates from the perspective of efforts by non-State actors, including in the framework of both the Lima-Paris Action Agenda and of synergies found with the Sustainable Development Goals. The talks will no doubt help clarify key subjects that the facilitation dialogue on action and implementation, held in parallel to COP22, needs to deal with.

e high-level climate Champions will present their scenario paper with recommendations on the future of the Action Agenda and their vision for the organization of the high-level event and the focus days planned for COP22.

The closing session will also be an opportunity to find out more about the scenario planned for the organization of the two-week COP22, particularly as regards the opening ceremony, the participation of the national leaders, and the high-level segment.
